Infrastructure assets provide the foundation for our community’s wellbeing and the growth of our city. The Assets and Programme team play a crucial role in delivery of capital projects and stewardship of our assets.

Reporting to the Director Asset Management and Operations you will lead a cohesive and skilled team to ensure efficient and effective delivery of asset management and capital project management services for Upper Hutt City Council. 

The Assets and Programme team is a consolidation of infrastructure delivery and planning activities previously undertaken by a combination of external and internal resources. The key purpose of the team is to improve responsiveness and cost-effectiveness, ownership and accountability, minimise risks, and ensure best practice.

Key responsibilities in this broad role include: 

  • Guiding best practice and continuous improvement to deliver Council’s asset management services and associated activities.
  • Oversight of, and provide direction to, project managers delivering capital works programmes to ensure efficient and effective, best practice delivery.
  • Ensuring effective collaboration, communication and engagement with all internal and external stakeholders.
  • Supporting the Director in strategic planning, reporting and/or engagement regarding the capital projects programme, including, where required, at the executive and elected member level.

This role requires a high level of leadership and direction across multiple projects and work programmes, requiring excellent influential and relationship skills. The ability to encourage a culture of change, improvement and best practice is very important.
