Liquor licences
ON, OFF and CLUB liquor licences
If you are selling liquor to the public you will need a liquor licence.You should only apply to Upper Hutt City Council (your local District Licensing Agency) if your business/workplace is based in Upper Hutt.
All new licences are issued for one year. It is the responsibility of the applicant to apply for a renewal before the expiry date. We cannot issue a renewal for an expired licence. You will need to start from
NEW instead.
Renewals are issued for three years.
Types of licences
ON Licence
Issued to bars, hotels and restaurants, for a new business starting up, or a new owner taking over an
existing premise.
ON Licence (BYO endorsed)
This is for bring your own (BYO) restaurants. The requirements are the same as for a full ON Licence,
but a person with a General Manager’s Certificate is not required to be appointed.
OFF Licence
These are issued to bottle stores and supermarkets, with the same procedures as for an ON Licence.
CLUB Licence
These are issued to sports clubs, golf clubs etc, with the same procedures as for an ON Licence.
Apply for certificate of use
You will have to get a Certificate of Use from us prior to making a liquor licence application. This
certificate is required to be attached to your liquor licence application. This is applies to people
taking over an existing licensed premise.

A Certificate of Use will not be granted for the following reasons:
- If the use of the premise needs a resource consent and it has not been granted
- If there is a pending Code Compliance Certificate to be issued for the building
- If the building does not currently have a Warrant of Fitness
Make an application
All liquor licence applications and supporting documentation need to be sent to us with two additional copies i.e. the original application and attachments, and two complete copies (if applying for an OFF licence only one additional copy is required).

Public notification
Once we have checked both the public notification forms as supplied by you with your application, are you required to:
- Notify the Upper Hutt Leader – advertise in two separate issues
- Put the public notification form up in the front window of your premise
As soon as both your public notices have been published in the Upper Hutt Leader, you need to send us the newspaper page with the advertisements in them.
Renew your existing licence
All liquor licence applications and supporting documentation need to be sent to us with two additional copies i.e. the original application and attachments, and two complete copies (if applying for an OFF licence only one additional copy is required).

Processing your application
Once we have received your completed application, a report is obtained from Council’s Licensing Inspector, the Police and the Regional Public Health. We approve your application if no objection is received.
If an objection is received, your file is sent to the Liquor Licensing Authority in Wellington for a decision. Usually this process would involve a hearing. If any objections are received you will be notified by us in the first instance and a copy of the objection will be sent to you.
