Community Services
Safety, Health and Wellbeing (SHAW)
The SHAW model involves facilitating regular community forums on topics of focus to identify and address areas of need within the community. The following areas of focus have been selected:- Youth
- Older Adult
- Migrants and Refugees
- Families/Whanau
- Crime Prevention
- The Disability Sector
The Council intends to hold one public community forum on each topic of focus per year and encourages participation by members of the community. In addition there will be regular forums for groups working in the areas of focus to address the needs identified in the public forums.
The Community Services division also engages with the public as part of the SHAW model in a number of other ways including surveys and events. The Council encourages participation in the following events and fora:
- Upper Hutt Youth Support Network - a networking forum for individuals and groups that support youth held every six weeks.
- Annual Youth Survey- a survey that directly consults with Upper Hutt youth on a variety of relevant issues.
- Annual Youth Events Series including annual youth awards and an annual youth support workers’ hui.
- Community Networking Forum – a bi-monthly networking and information sharing forum for community groups with an emphasis on families and whanau.
- Seniors Action Forum
- Disability Forums
- Community Safety forums
- Refugee and Migrant forums

Make It Work
The Upper Hutt City Council, as part of a project funded by the Ministry of Youth Development, has developed a resource for employers of young people, called Making It Work (pdf 2M).The toolkit also contains Information Sheets for employers, a case study and contact details for a range of Youth Services.
