Members:	All members of the Council
Function:	To exercise all Council functions except for those that:
	have been delegated to staff cannot be exercised by the Council using its standard processes and procedures for lack of a quorum of the full Council due to a pandemic cannot be delegated pursuant to Clause 32 of Schedule 7 of the Local Government Act 2002 or pursuant to any other legislation.
Membership:	All members of the Council
Quorum:	2 members
Delegated Authority:	Authority to make decisions on all matters coming before the Committee as described in the function section of this terms of reference.
