CBD upgrade
Keeping you informed ...
The next phase of the CBD upgrade is awaiting approval through the 2012 LTP process. This is due for approval in June 2012.
Background
In February Higgins Contractors were awarded the contract to complete the Upper Hutt CBD upgrade for $819,000. At this stage, and subject to weather, the upgrade programme is expected to be completed by late July 2010.
The contractor is required to keep businesses informed of work progress, however, the council will post significant updates to keep you informed of progress here.

Most
of the groundwork and fabrication has been been completed and the
majority of the street light foundations and poles have been installed.
Over the next few weeks the appearance of Main Street will alter
significantly as the work that has been going on off-site translates
into changes on-site.

The installation of street furniture is currently underway including
bench seats, seats on the street planters, litter bins on poles and
stand-alone litter bins.
The old red and white street furniture will be removed once the new furniture has been installed.
Over the next week, new streetlights will be mounted on the new
poles. The contractor will then work on changing the power over from
the old lights to the new ones.
This will be done progressively to
minimise the impact of the old lights being connected. New banners will
be mounted on the poles at the same time as the lights are installed.
Planting in the street planter boxes will begin shortly and is expected
to be completed in the next 2-3 weeks.

The
concrete garden surrounds have now all been installed. The contractor
is currently patching the lifting eye holes. At the end of this month
the planters will have bench seats fitted to them. These gardens will
be planted early next month.
The subcontractor
carrying out the streetlight installation is working his way up Main
Street constructing the pole foundations. The poles are due to be
delivered at the end of this month and will be installed shortly
thereafter.
The painting subcontractor has begun repainting the bollards along Main
Street between Pine Avenue and Logan Street. The isolation tent they
are using to prevent spray drift should become a familiar sight in Main
Street for the next two to three weeks until they have completed this
work.
The up lighting on the statues at King Street and Pine Avenue is almost
completed and should be in operation by Friday 18 June.

The Council’s water contractors, Capacity and City Care, are working to
restore the existing irrigation system. For the most part this will
involve minor roadworks at the base of each planter.
If an existing
irrigation system is in a poor state of repair and needs to be replaced
more significant roadworks may be required. One third of the planters
are currently connected and working.

On-site
work is progressing on schedule. The planters will continue to be
replaced. On Monday 17 May the contractor will begin constructing the
concrete footings for the streetlight poles between Pine Avenue and
Geange Street.
The new street furniture is in the process of being constructed (see below).

On-site work is progressing steadily. A significant amount of work is
happening behind the scenes, such as the manufacture of street
furniture. Over the next few weeks on-site works will rapidly progress
as these items are delivered for installation.
The upgrade programme is anticipated to be completed on schedule by 30 June 2010.
The following work is underway or has been completed:

Power cables for the new street lights have been installed.
- The
existing planter surrounds are being demolished and these will be
replaced by larger planters which allow more room for the trees to
develop. 15 of the 23 new planter surrounds have been constructed at
the pre-casting yard and four of these have now been installed.
- Existing
street furniture and light poles on the remainder of Main Street are
being repainted to the same colour as the new furniture.
In the near future the following work will be undertaken:

The remaining planters and in-ground irrigation will be installed.
- Bolt
connections for the new street light poles have now been manufactured
and these will be delivered shortly. The reinforced concrete bases for
the poles will be constructed once they arrive.
- Street light poles are being manufactured and it is expected that these will be delivered and installed at the end of May.
- New litter bins and seats are currently being manufactured.

CBD UPGRADE

In February Higgins Contractors were awarded the contract to complete
the Upper Hutt CBD upgrade for $819,000. Since receiving the contract
they have been busy ordering lighting poles and constructing pre-cast
planter units in preparation for onsite works.
Contractors are expected onsite from 24 March 2010. Cabling and ducting
in preparation for the installation of new light pole bases will be the
first task at hand. At this stage, and subject to weather, the upgrade
programme is expected to be completed by late June 2010.
The first stage of the CBD upgrade programme will see Main Street
refurbished from Pine Avenue to Logan Street. Work outside of this area
will be completed at a later stage.
Existing light poles will be replaced with higher, more efficient lighting along the north side of the street.
The existing brick planters around the trees will be removed and
replaced with new larger pre-cast planters that will allow the specimen
trees to develop further.

Timber seating will be installed on top of these planters offering more rest spots in the city.
All existing street furniture will be replaced including cycle racks
and seating.
Timber slat benches will be installed in replacement of
existing seating.

Repairs will also be undertaken to the carriageway pavers on Main Street between Geange Street and Russell Street.
As all existing street furniture in the CBD outside the initial upgrade
area
is due for regular maintenance, the council will take the
opportunity to repaint in the same colour scheme as the upgrade works.
During works contractors will endeavour to minimise disruptions to
visitors and retailers during the upgrade programme. |
