Environmental Health in Upper Hutt is enforced by the Environmental Health Officer whos’ role it is to carry out routine inspections of premises, investigate public complaints and be able to provide advice on a variety of health and safety issues.

| The Council, through the Environmental Health
Division, is responsible for the promotion of public health and safety
within the community. This is achieved by maintaining standards in food premises, investigating circumstances relating to infectious diseases and monitoring of premises storing dangerous goods. |

| Abandoned vehicles |
| The Environmental Health division is responisble for promoting public health and
safety within the community. A wide range of regulations and bylaws are
enforced, including abandoned vehicles. If you would like to report an abandoned vehicle, contact Council on (04) 527 2169 with the following details:
Council’s General Inspector will investigate complaints and actively pursue the owner if they are able to be traced. Vehicles will have a notice attached to the front windscreen and the owners given seven days to remove the vehicle from the road. Most vehicles investigated by Council Officers are removed by an owner. This has dramatically reduced the cost of abandoned vehicle disposal. Council actively encourages owners to remove and if necessary responsibly dispose of immobile and/or unregistered, unwarranted vehicles from public roads. Disposing of Unwanted Vehicles If you have a vehicle that you wish to dispose of, please phone Pick a Part on (04) 577 2255. | Hairdressers |
| If you are just starting up a new hairdressing business or have an
existing one, you need to apply for a licence. We recommend that you contact us to discuss your plans. Download and complete the Registration of Hairdressers shop – applications form and send your form and payment in to Upper Hutt City Council All hairdressing shops must be registered with the local authority under the Health Regulations 1966 (Registration of premises). The Certificate of Registration must be displayed in a public part of the premises. The annual registration fee to operate a hairdressing business is $168.89 + GST and must be renewed by 30 June of every year. |

| If you are a bar owner or operator, a club manager, a restaurateur or
the manager of a venue where alcohol will be sold or supplied, you need

| Noise Control |
| People and activities are entitled to make noise at a reasonable level
but you have the right - at any time - to have excessive noise reduced
or stopped. To lodge a complaint at any time contact the Council on telephone (04) 527-2169. The airwaves are part of our environment and the Council has officers to minimise noise pollution by enforcing excessive noise provisions of the Resource Management Act (RMA). Officers monitor noise levels of legitimate activities and check for compliance with the District Plan. Some kinds of noise such as traffic noise and workplace noise are controlled by other organisations under other regulations and do not involve Council Officers. Complaints about traffic noise should be directed to the New Zealand Police, and complaints about workplace noise should be directed to the Department of Labour.
